WhatsApp Business API pricing in the UAE is per message. Meta charges for every message to a UAE number at a rate set by its category, and from 1 October 2026 that includes replies to customers: each service reply to a UAE number costs $0.0157. This guide covers the UAE rates in USD and AED, a worked cost example, and what a UAE business needs to get verified, whether it holds a mainland or a free zone licence.
Short answer: from 1 October 2026, a service reply to a UAE number costs $0.0157 (AED 0.0576), a marketing message $0.0576 (AED 0.2115). The price follows the customer’s country, not yours, so a message from Dubai to a customer in Riyadh is billed at the Saudi rate.
How much does a WhatsApp Business API message cost in the UAE in 2026?
Price per message in US dollars, by recipient country and message category:

- Example (from 1 October 2026): 5,000 support replies a month from one number to customers in the United Arab Emirates, of which 4,000 are charged after the first 1,000 free service messages that month on that number: 4,000 × $0.0157 = $62.80 (or AED 230.40 on an account billed in AED).
Currency: since 1 April 2026 a WhatsApp Business Account can be billed in SAR or AED. The currency is chosen when the account is created, and an account created in USD cannot be switched later.
VAT (15% in Saudi Arabia, 5% in the UAE) applies to platform fees. Meta’s cross-border charges may fall under the reverse charge depending on your company’s VAT registration; check with an accountant.
How the cost is calculated
- Category. Marketing templates cost the most; utility (order and delivery updates), authentication (one-time codes) and service replies share one rate in the UAE.
- Recipient country. The rate follows the country code of the number you message.
- One charge per message. A non-template message with promotional content is not additionally charged as marketing.
Selling across the GCC from the UAE

From 1 October 2026, a single service reply to a Kuwaiti number costs $0.044, about 4.1 times the $0.0107 it costs to a Saudi number. For a business serving customers in Kuwait, the number of messages per conversation matters more than anywhere else in the Gulf.
The calendar matters too. The UAE weekend is Saturday and Sunday; Saudi Arabia and the rest of the GCC take Friday and Saturday. For a support team in Dubai, Sunday is a day when Saudi customers are writing and the team is off, and Friday is the reverse. An AI agent covers those gaps.
What changes from 1 October 2026?
From 1 October 2026, replies to customers, from a person or a third-party AI agent such as Nateq, are service messages charged per message at the utility rate for the customer’s market ($0.0157 in the UAE), and utility templates inside the 24-hour window are charged too. Getting verified as a UAE business
UAE companies operate under a trade licence issued either by a mainland economic department or by a free zone authority. Meta needs an official document that proves the business exists and matches the name on your Meta Business account.
- Create a Meta Business account with the legal name exactly as it appears on your trade licence.
- Verify the business with your trade licence. Meta’s accepted documents for the UAE are the trade licence, certificate of formation, VAT registration certificate, business bank statement, and an electricity or telecom bill. The list does not distinguish mainland from free zone licences. The document must show your legal name together with the address or phone number on your Meta Business account; bills and bank statements prove address or phone, not the legal name.
- Make sure your website shows the legal name and contact details; Meta checks it against the licence.
- Pick a phone number that is not registered on the WhatsApp app and can receive a verification SMS or call.
- Choose the account currency (AED or USD) when you create it: a USD account cannot be switched later.
- Get a display name that matches your brand approved, then submit your first templates.
Plan for Arabic and English templates
Your UAE customers expect messages in their own language, and each language of a template is a separate version that Meta approves on its own. Plan an Arabic and an English version of every template. Since every message is charged, send each customer the one version in their language.
Do you pay Meta directly, or your provider?
